Asbestos Questions From Business Buyers

Direct answers on surveys, sampling, removal, records and the responsibilities that continue after a report.

GOOD TO KNOW

What Do You Need To Know?

Does A Management Survey Cover Refurbishment?

A management survey does not generally cover the intrusive investigation needed for refurbishment. It supports normal occupation and routine maintenance within its stated scope. Share the planned work area and specification so a competent surveyor can determine the additional investigation needed before walls, ceilings, floors or services are disturbed.

Can The Building Stay Open During The Survey?

A management survey can often be arranged in an occupied building, subject to access and sampling controls. Particular rooms or inspection points may need temporary exclusion. Agree this before the visit, especially in schools or busy offices, and make arrangements for locked rooms, sensitive equipment and activities that cannot be interrupted.

Is A Refurbishment Survey Destructive?

A refurbishment survey is intrusive and can involve opening the fabric within the proposed work area. Expect inspection damage unless making good has been specifically agreed. The survey zone needs to be vacated and controlled, with service isolation and access arrangements settled before the visit, then checked before people return.

What If The Construction Design Changes?

A refurbishment survey must be checked again when the construction design changes. New routes through walls, different ceiling work or a larger strip-out can extend beyond the surveyed boundary. Give the updated drawings to the surveyor and resolve any additional investigation before contractors enter previously excluded parts of the building.

Can You Identify Asbestos From A Photograph?

Asbestos cannot be confirmed from a photograph alone. A photograph can help explain the location and apparent condition, but laboratory analysis of a representative sample is needed for definitive identification. Do not disturb the material to take a better picture or collect a sample yourself while arranging professional advice.

Does A Negative Sample Clear The Whole Building?

A negative asbestos sample does not clear the whole building. It applies to the material represented by that sample and must be read alongside the sampling notes. Different layers, later repairs and inaccessible materials can need separate investigation, particularly when a contractor intends to strip finishes or alter hidden building fabric.

Does All Asbestos Removal Need A Licence?

Asbestos removal does not always require a licence, but the work category must be assessed correctly. The material, condition and activity determine whether it is licensable, notifiable non-licensed or non-licensed. Ask the contractor to explain the decision, and verify an HSE licence whenever the proposed work requires one.

What Disposal Records Should A Business Keep?

Asbestos disposal records should show the appropriate hazardous waste consignment documentation and the route taken by the waste. Confirm the carrier registration and the receiving facility before collection. Keep the records with the removal and building information so the dutyholder can demonstrate where the material went after it left the premises.

Is Air Testing A Substitute For An Asbestos Survey?

Asbestos air testing is not a substitute for an asbestos survey. Monitoring assesses airborne fibres under the sampled conditions, while a survey investigates materials within a defined building scope. A low air result does not establish that walls, ceilings or service areas are free of asbestos or safe to disturb.

Who Should Arrange Clearance After Removal?

Asbestos clearance arrangements should be settled by the client before removal starts, using an appropriately UKAS-accredited analytical organisation. The appointment, scope and handover responsibilities need to be clear. Discuss independence, access and programme with the analyst so formal checks can take place without pressure from the next construction activity.

Is An Asbestos Register The Same As A Management Plan?

An asbestos register is not the same as an asbestos management plan. The register records material locations and condition, while the plan explains responsibilities, actions, monitoring and how information reaches people who may disturb those materials. A useful plan connects the record to the decisions made by your facilities and maintenance teams.

How Often Should The Management Plan Be Reviewed?

An asbestos management plan should be reviewed every 12 months or sooner when necessary, following HSE guidance. Building changes, incidents, removals or a change in responsibility can trigger an earlier review. Condition inspection intervals should reflect the actual materials and risk, rather than automatically applying one interval to every location.

Technical guidance: Health and Safety Executive: asbestos. Your appointed specialist should confirm how it applies to the premises and work.
